Why does my water heater crackle?

I have a water heater in my kitchen which uses both electricity and gas to work. Sometimes it crackles - like the noise rice crispies make - and sometimes it does so when I haven't even used hot water recently. Is this just sediment in the tank? And is it a common thing?
