What fish are good in a 2.5 gallon tank?

I have a goldfish in it right now. I will put him back in his tank after he is healed. (his fins are gone because my other fish have been fin nipping him) I'm thinking about a betta. Any others? So far on my list I have a pair of guppies or 4 neons (or very small tetra)
