Does my goldfish have ich? ?

My goldgish has little white dots ALL over its fins. The ones I could see were on the transparent parts of his fins. He is a fantaol telescope. He has about 4 bumps on the side of him this is an untreatable sickness that I already researched but forgot the name. He usually just floats around and swims pathetically slow to get food and misses. His eyes look like theyre starting to get cataract things.(this was also way before the dots). But the bumbs increased in size. One of my other goldfish nipped one right off so we had to trabsfer the goldfish to a 16 gallon w/ platies. We had no other choice and couldnt buy another tank. Anyways, is this ich? Theyre aloooot covering the entire surface of the fins . Ive had the fish for 4 ish years now. Is he just gettingold? Is it because he has so many other sicknesses? Just in case he was sick i didnt want him causing other fish to die so i moved him to a 2 gallon OVERNIGHT. the next day were moving him to a 10 gallon tank w/ no filter. It used to be a terrarium for a gecko. Suggestions for treating it?
